Toronto’s Municipal Property Assessment Corporation assessed the tax values of the cheapest homes as much higher than those of the more expensive homes. This finding was reported by the Toronto Star, which analyzed nearly 12,000 homes. Mansueto Institute for Urban Innovation Director, Christopher Berry, looked at the same dataset with Eric Langowski, who graduated from the Harris School for Public Policy in 2020 and currently works at the Cook County Board of Review. They found that 69 percent of the lowest-value homes were over-assessed while 47 percent of the highest-value homes were over-assessed.
